The Belgium PLF is an online Passenger Locator Form - a health questionnaire that needs to be filled out by every incoming visitor or Belgian citizen/resident coming to Belgium. The form must be completed within six months of arrival in the country by providing accurate and up-to-date information. The Belgian government decided to introduce the requirement of completing a PLF before visiting Belgium due to the ongoing Covid-19 pandemic to serve as one of the safety measures of the country and its visitors.

All travelers must complete the form prior to their arrival in Belgium no matter their means of transport to get to the country, this requirement also includes travelers who enter Belgium for transit reasons. Completing the form takes place online and can be done within a few minutes from home. Filling and submitting the form is followed by delivering a confirmation of its completion to each traveler via email.

Who needs to fill out the Belgium PLF?

The Belgium Passenger Locator Form must be filled out by every person planning to enter or return to Belgium. No matter the means of transport, whether it's a plane, boat, train, or bus, most travelers need a completed PLF upon arrival.

There are a few exceptions to completing the form. If travelers:

  • - plan to stay in Belgium for less than 48 hours
  • - or are Belgian citizens who have stayed abroad for less than 48 hours completion of the PLF is not required.

However, when visiting Belgium by plane or boat, the PLF is always required (even for stays shorter than 48 hours, as well as for travelers visiting Belgium by train or bus coming from outside the EU or Schengen Area, or when coming from very high-risk countries. How to complete the Belgium Passenger Locator Form?

To complete the Belgian Passenger Locator Form (PLF) travelers should get any working device with an internet connection and follow these steps:

    Provide their personal information, such as their name, gender, date of birth, passport/ID details, contact information (email address, phone number)

    Provide the details of their planned visit to Belgium, including date of arrival, way of travel, a flight and seat number (if applicable), and a list of countries previously visited within the last 14 days

    Provide the address for the planned stay in Belgium

    Give information on any children under the age of 12 traveling with them

    Tick a box next to any health-related document they're in possession of (a recovery certificate, a vaccination certificate, a negative PCR or antigen test result)


  • Every traveler completing the PLF for Belgium must provide accurate and error-free data. That is why it's best to check the filled form thoroughly before submitting it further for approval. Moreover, applicants should pay attention to the email address they provide.

    It must be active since the confirmation of PLF completion is delivered to the email address given. The confirmation arrives n the form of a PDF file, which can be easily downloaded and printed before departure to Belgium.
